History
Tennō Tanjōbi has long been a national holiday tied to the sitting emperor. Under Emperor Akihito it fell on December 23; after the 2019 abdication and accession of Emperor Naruhito, the holiday moved to February 23. The date changes only when the emperor changes.
How it is observed
The Imperial Palace in Tokyo typically opens for well-wishers to enter the East Gardens / plaza areas and greet the imperial family from a distance. Elsewhere it is a quiet public holiday.
Travel tips
If you want to visit the palace open day, arrive early, expect security screening, and do not bring large bags. Hotels in central Tokyo book normally — this is not as crowded as New Year or Golden Week.
