History
Kenpō Kinenbi marks May 3, 1947, when the postwar constitution took effect — establishing popular sovereignty, pacifism (Article 9), and fundamental human rights. It has been a national holiday since 1948 and sits at the heart of Golden Week.
How it is observed
Civic events and lectures occur in some cities; for travelers it is mainly a full day off amid the holiday week.
Travel tips
Mid–Golden Week: expect sold-out hotels in Kyoto, Osaka, and resort areas. Theme parks and popular temples see long queues — visit secondary sights or go very early.
