It was built in 1073 as a residence for the priest Kūkai who is considered one of the three most important figures in Japanese Buddhism. During his time on earth Kūkai established several temples including this one, all along the Sanriku coast which were meant to help people escape the sea and find enlightenment. The temple was originally a temple dedicated to Amaterasu Ōmikami but it is now also associated with Shinto deities.
