Historical note
Tenman shrines were established following the deification of Sugawara no Michizane in the 10th century, after his political exile and death led to a series of natural disasters that were attributed to his vengeful spirit. The establishment of shrines in his honor was believed to appease his spirit and transform him into a protective deity.
