Osaka Smoking Areas: Dotonbori, Namba & Umeda Guide (2026)

As of January 2025, Osaka implemented a citywide smoking ban on outdoor streets, parks, and public areas—ahead of Expo 2025. Violations can result in a ¥1,000 fine. The ban covers JR Osaka Station, Ebisubashi-Shinsaibashi-suji, Dotonbori, Namba, and other key districts. This guide maps where tourists can legally smoke in Osaka's most visited areas. See our Osaka travel guide for more.

Understanding Osaka's Smoking Rules

Street smoking is banned citywide. Use only designated smoking areas. Around 200 new fully-enclosed "Smoking Containers®" were planned before Expo. Patrols monitor stations and shopping districts. For general Japan tips, see our Japan travel tips.

Osaka Station & Umeda Area

Several designated smoking and vaping zones exist around Osaka Station's north and south plazas. Look for clearly marked 喫煙所 signs.

Tennoji Station

Designated smoking areas are available near Tennoji Station. Check station signage for locations.

Dotonbori, Namba & Shinsaibashi

The Ebisubashi-Shinsaibashi-suji entertainment zone is covered by the ban. Smoking is only permitted in designated areas. New Smoking Containers and other facilities have been added—look for 喫煙所 signs in plazas and near stations.
