Located in the city of Otsu, Shiga Prefecture, Eighteen Staircase Shrine is a Shinto shrine dedicated to the kami of Mt. Hieizan, believed to be the spirit of a local legend about a woman who died under an eighteen-step stairway at the mountain's base.
